Maneuver is part of strategy, although sometimes is misunderstood and treated as the same thing. Maneuver seeks to confront the enemy under favorable conditions, by exploiting several factors to influence the mind of the opposing leader. Although some writers consider that, without deception there is no maneuver, the possibility of deceiving depends on the level of war management.
