Sea shipping is crucial for world trade, but along with the development of the activity, piracy has been a threat to merchant ships since early times, in fact pirates have operated under either the complicity or absence of governments. Today, the antique figure of a pirate in his old vessel has change for extremely violent criminals with high speed boats. One of the most affected areas in the world, the Gulf of Guinea, has unique characteristics that permit piracy in that region. International initiatives have been set up to attack piracy in West Africa, however, piracy is established in many areas of the world and the efforts are not enough to eliminate this threat.

El mar ha sido fundamental para el desarrollo de la humanidad, contribuyendo con el ecosistema más productivo del mundo. Producto de lo anterior, durante la década de 1970 variadas convenciones establecieron y desarrollaron el concepto de Área Marina Protegida, por otra parte, la Organización Marítima Internacional (OMI), adoptó en noviembre de 1991 las directrices para la designación de Zonas Especiales y la determinación de Zonas Marinas Especialmente Sensibles. Desde su creación, ambas herramientas han incrementado su importancia y número.
